It went together with the 2018 Fashion Center questline.
It can be upgraded and turns into a Heap of gifts.

Function[]
Tagline: "Upgrade the Fashion Center and turn it into a heap of gifts when the time comes. The taller the Center, the better the rewards! The fully upgraded Fashion Center can be turned into gifts before the timer expires!"
Upgrading the structure rewards Old Fashion Magazine and New Fashion Magazine. When finished or the event is over it can be turned into a Heap of gifts.
